I have a daughter that goes to school out of town and I own 2 vehicles which are at home with me and my wife owns a vehicle and I have another daughter that lives at home but now owns her own car and has her own insurance. I am now told that even if my daughter lives out of town she has to be listed as a primary driver on one of my 2 vehicles which means my insurance has now gone up by 600.00 dollars a year. I would like to know if she has be listed as a primary driver or should she still be considered as a occasional driver. I am living in Ontario Canada.

you are getting screwed with.
Your daughter only has to be listed, if she can't prove that she has her own insurance on her own car. But even then, you are not required to make her a primary driver.
